Chairman and CEO
Alcide DeGagné founded Delta Partners in 1989 after a distinguished public service career in which he championed strategic thinking and public sector modernization.
When Delta Partners began as a firm that specialized in Change Management, this was a term that was not well recognized or understood by the business community. Alcide has been instrumental in driving acceptance and a broad understanding of the critical importance that Change Management processes play in any organizational transformation. As a result of his work, he was invited to contribute the chapter titled Transforming the culture of a public sector organization that was included in the book Management for Privatization: Lessons from Industry and Public Service, published by the International Labour Organization (a division of the United Nations).
With extensive private sector experience and as a former Assistant Deputy Minister in the federal government, Alcide understands the challenges faced by senior executives. At the municipal level, Alcide served as Chief Administrative Officer for the City of Ottawa, Chief Financial Officer for the City of Oshawa, and Commissioner of Management Services for The Municipality of Metropolitan Toronto.
In his role as Chairman and CEO of Delta Partners, his focus is on advising clients on the challenges facing senior executives who are working to create value in the face of competing priorities, rapid and constant change, a lack of resources, poor communication, company ambiguity, and less than ideal employee engagement.
As a result of his outstanding professionalism, service, integrity, and contributions to the profession, Alcide has been recognized as a Fellow Certified Management Consultant (FCMC). He continues to participate within the CMC Canada community as an Interviewer in the Certification Exam process. Alcide has an MBA from the University of Ottawa, and holds the FCGA designation from the Certified General Accountants Association of Canada. He is also fluently bilingual.
During his spare time he enjoys painting and photography.
